I think that you need a great deal more planning, before you can cut ties.
Unless you have lots of money to pay someone to just come in and do it..
As for the rules, there does not seem to be any that anyone has identified, and so the bottom line seems to be that you just ring up and say that you want a final reading and to be disconnected.. I suspect that the CSO will not understand, and will want to know where your taking your business ..
You could. Lie and say that you were starting a KDR, and power was not needed..
I would also be interested in knowing the best process, other than not paying the bill, and waiting to be disconnected ...
