Off-Peak V Control meters

There is confusion about what hot water is metered by, it's my understanding Hot water weather solar or mains is metered by a control meter that only runs for 8 hours a day, You need an "time of use meter" to run appliances at off peak times. I'm with Origin. If you have a peak meter u pay a fixed rate for 24 hours.
