PV installed but not grid-connected (for years)

Hi folks,
I've been interviewing people for research on household solar adoption. One person I spoke to responded to an add flyer from one of the big El retailers and purchased a system over the phone. They came home one day to find the panels on the roof. There was no explanation, guidance, manual or contact left for the owner on how to manage the systems etc. A few years later a sparky was doing some work in the house and they mentioned the panels weren't connected. Has anyone heard of similar stories?

While I can understand poor installation is a factor in any trade, this story doesn't make sense because the installer would surely be foregoing the benefit of on-selling the REC. And no, the buyer didn't appear to have much of a clue. Is this a random screw-up, or is there another explanation?

There is always more to the story.

I bought a 2 year old car for $18K. I had new plates on the vehicle, a clean title and the seller was walking away saying enjoy it. I hadn't paid a dime!

Did they sign up and not PAY..
Or paid in advance and never knew it was incomplete..

Does not make sense.. but there must be a bottom line..

When I built a house I ordered alloy windows $7000 worth in todays value. Delivered to site but didn't get a bill or a visit just really slack accounting system.

Same house got all the cedar siding for free . Same story Same value
Could not twig it again. Just damn lucky.

That's why a lot of building supply firms go broke .
Like they say look after the pennies and the pounds will look after themselves . That's how it should be logically but it is not always the case.
