You can argue until the end of time but nothing is going to change the fact that it is simply not cost effective to develop another PV manufacturing plant in Australia. Every single day China takes another step forward in dominating this industry completely. Prices are predicted to drop another 13% for pv this year. It will make things even tighter. As much as there is a feeling of 'we should' the reality is 'we shouldn't'.
It's a bad move for money and in case you haven't noticed, money does all the talking in this industry.
