It is an unfortunate fact, but politicians will say or promise anything to get elected. Whenever a politician stands up and says what they believe the majority want to hear, it is normally to gain votes - the measures that are really required in most situations, or the outcomes of such measures, are rarely popular with the majority. When a politician stands up and suggests something unpopular, or that goes against the current fashion, it is far more likely to be down to a genuine belief in what they are suggesting.

Of course, the caveat here is to judge what the majority actually believe or want. It is easy to believe that what the media present is "the truth", and politicians as much as anybody else can be fooled by the noisy minority. Indeed a forum like this, where everybody tends have similar views, can fool us in to believing that "everybody" shares these views and we are the majority (not to mention the risk of misinformation being propgated and becoming the de facto truth). So a politican preaching an unpopular line may simply be working to a different idea of what the majority want.......

On the other hand, there is also the undeniable fact that whilst it is easy to "promise" something, especially from opposition, the realities involved in actually doing it can sometimes block even the best intentions. However as individuals we should perhaps not always accept this as a reason for a government to renege on their promises. It is often apparent from the start that these promises are empty, and therefore the making of them reflects poorly on an individual's judgement, or perhaps exposes their opinion that voters are incapable of (or unwilling to) see the obvious flaw in what is said. But let's be honest, when we are told what we want to hear we all tend to accept it with far less thought and questioning than when we are told something that we disagree with!
