Are you in NSW?

Yes, in Sydney.
I can't find anything about that meter on the EA website

Just had a look myself and it's not there. Must be brand new.
The nylon thread i assume is simply to prevent you turning it on.

What would happen if I turned it on?
I guess the level 2 ASP will come out and inspect, do the software change (?)

Should I expect my level 2 ASP to charge less just for changing the software?

Inspector - what was the answer? I'm curious why he received a meter that isn't in the Part B of the CIA?
